Board of Commissioners' Meetings:

The Waterville Sewerage District's Board of Commissioners meet at 7:30 AM on the second Tuesday of every month.  People wishing to present something to the Board of Commissioners should notify the Superintendent in writing (can be email) along with applicable information not later than the close of business the Wednesday prior to the schedule meeting.  The Superintendent will then add the item on the meeting agenda and  provide pertinent information to the Board of Commissioners prior to the meeting. 

Billing Dates:

The Waterville Sewerage District sends out bills quarterly. The bills are based on water meter readings that the District receives from the Kennebec Water District.  Below is a schedule that shows the period of time covered by a meter reading, the billing date for the period, and the due date for the bill.

Pursuant to its Charter, the District is required to collect all due accounts. A failure or neglect to pay the amount due will result in the filing of a lien against the property associated with the account.  When the lien matures, the District automatically acquires title to the property.  We trust that you do not wish to lose your property for unpaid sewerage bills.  Resorting to the lien process also results in added expenses to you. 

 

If forced to use the lien process the following are the key dates and actions in the lien process: 

1. The second week of December, a late notice is sent requesting any amount overdue be paid to avoid the lien process.

2. The first week of January, a 30 day demand letter is sent to property owners with any balance still outstanding from the previous fiscal year (ending June 30th). The amount stated on the notice must be paid in 30 days or a lien will be placed on the property.

 

3. The second week of February, all liens are created and sent to the Registry of Deeds to be recorded. Additional charges are added to the customer's account at this time for notice and filing fees, recording fees at the Registry, and certified mail fees. A copy of the recorded lien is then mailed to owner and any mortgage holders of the property.

4. If the lien is paid within 12 months, a lien discharge is prepared and recorded at the Registry of Deeds, a recorded copy of the lien discharge will then be sent to the owner.

5. If the lien notice is not paid within the 12 months after the date of filing, the mortgage shall be deemed to have been foreclosed and the right of redemption to have expired.
